We empower youth and women in emerging markets to build climate resilience, safeguard assets, and protect rural infrastructure, while promoting education, job creation, enhanced farm productivity, and improved access to finance.

Our mission

The Pula Foundation aims to build resilience for 30 million vulnerable people annually by 2030, integrating insurance into public-private partnerships with insurers across emerging markets in Africa, Asia, and Latin America.


Our purpose

To enhance the livelihoods of communities, particularly those that are youth and women in emerging markets. We support these communities by fostering resilience to climate change, protecting their assets and investments as well as protecting rural infrastructure. Through our work we look to support education, job creation, increased farm productivity and access to finance ultimately reducing the need for migration to countries in the EU and promoting sustainable economic development and equity within their home countries. 

Who are our beneficiaries?

The foundation targets vulnerable smallholder farmers, typically those farming less than 10 hectares, who are among the top 20% most at risk from climate and health threats globally.

Through the Pula Foundation, we aim to provide protection for risks such as drought, floods, cyclones, pests, diseases, asset loss, and political violence, depending on the product and risk involved.

A 2023 Microinsurance Network study found that only 11% of potential beneficiaries in lower- and middle-income countries have insurance, highlighting an 89% protection gap.

Increase Insurance Awareness

Raise awareness of insurance and risk financing for vulnerable communities through case studies, impact catalogs, regulatory analysis, and promoting sustainable premium support.

Enhance Risk Management Understanding

Strengthen knowledge of risk management tools via capacity building, workshops, and stakeholder exchanges to support community development on factors such as financial literacy.

Promote Risk Mitigation Investments

Encourage investment in risk mitigation by creating positive narratives around subsidies, developing catalytic funds, and supporting the scaling of insurance products.

Bayer Foundation has been a key partner in advancing Pula’s mission to build climate resilience and financial inclusion for smallholder farmers since 2019. Being the first donor that provided grant to the Pula Foundation, Bayer Foundation assisted Pula Foundation in launching the “10 Million Resilient Farmers” initiative The initiative aims to insure 10 million farmers by 2030, ensuring long-term protection against climate risks and strengthening food security.
